MODEL RECRUITMENT RULES FOR MULTI-SKILLED EMPLOYEES ISSUED BY DOPT

We have been demanding early finalization of Recruitment Rules to enable recruitment of Multi-Skilled Employees in all Deprtments - Now the Model Recruitment Rules is ordered by DOPT and all Departments are asked to finalize the same for each and every Departments.

The upgraded Group 'D' posts inTO Group 'C' will hereafterwords designated as " MULTI TASKING STAFF" - This new designation is more appropriate than Multi-Skilled Employees because the latter indirectly means all other categories of staff or not multi-skilled as like these upgraded Group 'C' posts. The misnomer 'Multi-Skilled Employees' has been corrected by designating as "MULTI TASKING STAFF"

It has been clarified by the DOPT Order that the purpose of Multi Tasking Staff means that one employee performing jobs hitherto perfomed by several Group 'D' Employees.

The Minimum Educational Qualifiction required is fixed as 'Matricultion' or 'ITI' [whereever technical qualification is required].

The Model nature of Duties to be performed by the Multi Tasking Staff has been noted in t annexure - II of the above Model Recruitment Rules which are self explanatory to show that the earlier orders issued by Department of Posts entrusting the duties of DATA ENTRY WORK performed by Postal Assistants / Sorting Assistants was wrong. NFPE and the Staff Side had also demanded higher scale of pay to Multi-Skilled Employees or Postmen staff if they have to be extracted with Data Entry Work. Now the recent orders of DOPT makes the position very clear that the Multi Tasking Staff are to perform duties other than Data Entry Operations.

NOW DOPT ISSUED CLARIFICATORY ORDERS THAT THE ABOVE RESTRICTION IS NOT APPLICABLE TO OFFICIALS WHO ARE NOT ENTITLED TO AIR TRAVEL BUT WHO TRAVEL BY AIR AND CLAIM ONLY PERMITTED CLASS OF TRAIN FARE

This clarification provides the advantage for the officials who are normally not entitled to travel by Air to prefer LTC claim for the entitled class of Train Fare after travelling in any airliner either Air India or Private because the "Only Air India" condition no more applicable to such officials.

Postal Directorate issued Notification for verification of member ship of Service Assiciations vide its letter No.13/01/2010-SR dated 18/02/2010. I appeal to all the members to act immediately and try to grab the maximum number of declaration forms. Some important dates are furnished here under for the information of the members.Last date for submission of the declaration forms to the Divisional Heads is 26/04/2010. Display the list of members in Notice Board is 27/04/2010 to 30/04/2010.Representations from members if any will be received by the divisional head before 06/05/2010.Recovery of subsecription will starts from 31/05/2010.Verification process should complete before 11/06/2010.

SHORTFALL IN QUALIFYING SERVICE FOR GRANT OF MINIMUM PENSION SHALL BE TAKEN FROM GDS PERIOD OF EMPLOYMENT

AN HISTORICAL DECISION

As per the Pension rules, those who are not possessing 9 years 9 months service, they are not entitled for pension. Several GDS comrades who were promoted to Group D cadre could not avail the pension due to short fall of minimum service prescribed for pension.

The CAT, Madras in its O.A. No. 1264 of 2001 in the case of Sri. M. R. Palanisamy Vs. Department of Posts directed the department" to consider a scheme by giving weightage for certain percentage of service rendered as and ED Agent for reckoning the same as a qualifying service for purposes of pension in respect of persons who get absorbed or promoted against regular Group D posts in the department which would enable such employees to get the minimum pension."

The department has moved to High Court. The High court, Chennai vide its WP No. 45465 of 2007 has uphold the decisions of the CAT Chennai by sanctioning atleast the minimum pension by making up the shortfall in service. Aggrieved by the decision, the Department has filed a special leave petition in Supreme Court under CC 13829/2008.

The Supreme Court has dismissed the SLP on 17.10.2008 and the department has sought the approval for implementation of the decision from the DOPT. Accordingly the DOPT has caused approval and the department vide its letter No. 99-3/08-Pen dt. 09.10.2009 communicated the decision which is furnished interalia: -

I am directed to refer to your office letter DO letter No. APA/86-237/2002 dated 24.03.2009 regarding the abovementioned subject.

Approval of Dept. of Pension & Pensioner welfare is hereby conveyed for implementation of the Order/Judgment dated 04.10.2007 of High court of Chennai in WP No. 45465 of 2007 arising out of CAT Chennai OA No. 1262 of 2001 as a special relief to Shri. M. R. Palaniswamy, Retired Group 'C', Tiruppur, by sanctioning at least the minimum pension by making up the shortfall in service to the extent of shortfall by taking into account the EDA period of employment.

This decision is a historical one. There may be many comrades in many circles who could not receive pension due to shortfall in qualifying service. All our Divisional/Branch Secretaries are requested to guide those comrades to file a case in their respective CATS at once and assist them. The copy of the CAT, Supreme Court judgment and department orders about the implementation of the judgment had already been sent to all CHQ office bearers/Circle Secretaries from whom you can collect the copies.

All the existing EDSOs will be downgraded as BOs before 28.2.2010 as there is no much distinction between the functioning of the EDSOs and BOs

Directorate has issued orders vide letter dated 14.1.2010 to take action for downgrading all EDSOs as BOs before 28.2.2010 after considering the recommendations given by the One-man committee chaired by Shri R.S. Nataraja Murti.

Present incumbents holding the post of GDS SPM wil be given protection in the TRCA scale of Rs 4575-85-7125 corresponding to 5 hrs/125 Points. The downgraded EDSO will function with the establishment of GDS SPM, GDS MD/MC depending on the justification for such a post.

It has also been ordered that if there is justification for upgradation into Departmental Sub Office, it can be upgraded by utilizing any surplus post of PA.

MAXIMUM INCENTIVE PAYABLE TO GDS BPMs WILL BE LIMITED TO THE BASIC TRCA + DA OF THE RESPECTIVE GDS BPM.

NEWS FROM HEADQUARTERS

Discussed the issue of Immediate Relief of all AAO Promotees and Pointed out the situation arising out of interpretation from some circles awaiting endorsement of second list released by DOT.

Action will be taken by DoP to endorse the list to facilitate immediate relief of AAO Promotees.

NFPE had already written to Secretary [P] requesting AAO Promotion for IPOs/ASPOs in the list - IPOs/ASPOs Association also represented - Now we are trying to meet the Secretary [P] for their inclusion.

Casual Labourers both full time and part time / contingent wage revision file has been returned by the MOF with the direction to send the same to DOPT - Fiel is expected to go to DOPT shortly - Positive early orders not appear in sight - NFPE will discuss with the Postal JCA for Action Programme on this issue.

NFPE & GDS Union have some discussion on GDS issues - Meanwhile NFPE has received the reply of Department denying any reconsideration of BPM work load norms on cash handling - It was decided between NFPE & GDS Union to discuss with the FNPO Federation for exploring the possibility of a Joint Programme of Action.

Confederation National Secretariat has met on 18/01/2010 - Decided to strengthen the Confederation by attending to the task of formation of State Committees of Confederation in all States.

Anomaly Committee Minutes us under preparation process. As soon as the Minutes are supplied, the decisions on issues like Increment; Stepping up of Pay of Seniors on par with direct recruited Juniors on or after 1.1.2006 etc will be intimated.

NFPE DEMANDS ENHANCEMENT OF GRADE PAY TO HSG-II/BCR & HSG-I ON PAR WITH IPO/ASPOS

DEPARTMENT IS POSITIVELY RECOMMENDING TO MINISTRY OF FINANCE TO ENHANCE THE GRADE PAY FOR IPOs & ASPOs & GROUP 'B' TO 4600/-; 4800/- & 5400/- RESPECTIVELY.

NFPE HAS DEMANDED TODAY THAT AN IDENTICAL ENHANCEMENT OF GRADE PAY SHOULD BE RECOMMENDED FOR HSG-II/BCR [FROM 4200 TO 4600/-] AND HSG-I [FROM 4600 TO 4800/-] & FOR GROUP 'B' FROM 4800 TO 5400/- TO PROTECT THE HORIZONTAL AND VERTICAL RELATIVITY BETWEEN HSG-II/BCR/HSG-I AND IPOs/ASPOs.

Sub: Modification of Grade Pay to HSG-I and HSG-II/BCR Officials on par with ASPOs and IPOs to maintain pre-6^th CPC horizontal and vertical relativity – reg.

This Federation draws your kind attention to the orders of the MOF F.No.1/1/2008-IC Dated 13.11.2009 revising the Grade Pay of 4200/- into 4600/- for the holders' of pre-revised scale of 6500-10500. We also draw your kind attention the positive stand taken by the Department of Posts to recommend similar hike in Grade Pay to IPOs with consequential further enhancement of GP to ASPOS and Group B. In this background, this Federation seeks an identical enhancement of GP of HSG-II/BCR with consequential further enhancement of GP of HSG-I and Group 'B' on the following grounds:

6^th CPC recommended the PB-2 scale of 8700-34800 with Grade Pay 4200/- to HSG-II/BCR by amalgamating erstwhile 5000-8000; 5500-9000; 6500-10500 pay scales. Therefore w.e.f. 1.1.2006 the HSG-II/BCR officials are placed on the 8700-34800 Pay Band 2 with GP 4200/- on par with the IPOs who were also placed in the same PB-2 with GP 4200/-. This maintains the pre-6^th CPC horizontal and vertical relativity of these cadres.
6^th CPC recommended the PB-2 scale of 8700-34800 with Grade Pay 4600- to HSG-I through its recommendation vide Para 7.6.15 and the same had been accepted and implemented by the Government also. Thus the HSG-I officials are placed on par with the ASPOs in the same pre-revised scale of 7450-11500 w.e.f. 1.1.2006. This maintains the pre-6^th CPC horizontal and vertical relativity of these cadres.
Therefore the positive decision of the Department of Posts to recommend enhancement of IPOs Grade Pay to 4600/- on the analogy of the placement of IPOs in merged scale of 6500-10500 w.e.f. 1.1.2006 should be ipso facto be made applicable to the HSG-II/BCR who are placed in the same amalgamated pay scale with Grade Pay 4200/-.
The Grade Pay of HSG-I is therefore consequently to be enhanced as 4800/- on the same lines of the Grade Pay of ASPOs since both HSG-I and ASPOS are on identically placed pay scales both before and after the 6^th CPC.
The Grade Pay of Group B is therefore consequently to be enhanced to Grade Pay 5400/- since both the HSG-I and ASPOs are promoted to Group B through examinations and Seniority –cum-fitness.
The absence of a similar and identical hike in Grade Pay of HSG-II/BCR and HSG-I would disturb the existing pre-6^th CPC and 6^th CPC recommended horizontal and vertical relativity between these cadres and the cadres of IPOs/ASPOs over and the above the already disturbed relativity in comparison to the pre-5^th CPC pay scales.

This Federation therefore urges upon you to kindly recommend to MOF a similar hike in Grade Pay to HSG-II/BCR; HSG-I cadres also to maintain at least the existing horizontal and vertical relativity between the cadres of IPOs with the HSG-II/BCR and between the cadres of ASPOs and HSG-I. We would highly appreciate your early action in this important issue.

Latest News from General Secretary regarding supply of Laptops to Sub Divisions and Revision of Grade Pay to IP/ASP/SP

Directorate is in the process of supplying laptops to Sub Divisional Heads. Directorate vide letter dated 19.01.10 has issued direction to Circles for selection of Vendors and for Placing orders for supply of Laptop to Sub Division.

Exercise for selection of Venders will be complted by 25.01.10 and it is hoped that orders will be plaed in February 2010.

File regarding grant of Grade Pay to IPs/ASPs/SPs is with Finance Ministry and the case is being perused by the Association.

NFPE ENDORSES THE CALL OF THE GDS UNION CWC MEETING HELD AT JAMNAGAR [GUJRAT] FOR NATIONWISE INTENSIVE DEMONSTRATIONS / HUNGER FAST

ON 20.01.2010 AT ALL LEVELS

The metting of the Central Working Committee of GDS Union had called upon all Circle/Divisional/Branch Secretaries of AIPEDEU to stage intensive demonstration/Hunger fast on 20-1-2010 at all levels and to pass a suitable resolution. The Circle/Divisional/Branch Secretaries to send Telegrams / Savingrams to the Hon'ble Minister for Communications & IT, Minister of State for Communications & IT expressing their strong resentment on the GDS Committee implementation.

The Orders of the Department that tightens the work norms of the GDS BPMs is a big blow to the BPMs. If 20,000 cash handling is treated as 1 Point then most of the GDS BPMs will not get higher TRCA slabs. Even maintaining the present Second TRCA Slab will become a difficult task for many. The orders of fixing tightened norms unilaterally by the Department is most unjustified. All objections by GDS Unions and Federations to the retrograde recommendation of Nataraja Murti Committee recommendations have been ignored by DoP.

NFPE ENDORSES THE CALL OF THE GDS UNION CWC AND CALLS UPON ALL REGULAR EMPLOYEES DIVISIONAL AND BRANCH UNIONS TO EXTEND TOTAL SOLIDARITY TO THE GDS UNION IN SUCCESSFULLY ORGANISING THE PROGRAMME OF ACTION ON 20/01/2010.

Effect on modification/expuction of adverse remarks in the ACRs and up/down gradation of overall grading in the ACRs prior to 2008-09

Dear Comrades,

DOPT issued an order on 14/05/2009 regarding Annual Confidential Reports(ACR). By this order ACRs have been changed to APAR(Annual Performance Appraisal Report) and The full APAR including the overall grade and assessment of integrity shall becommunicated to the concerned officer after the Report is complete with the remarks of the Reviewing Officer and the Accepting Authority wherever such system is in vogue.Where Government servant has only one supervisory level above him as in the case of personal staff attached to officers, such communication shall be made after the reporting officer has completed the performance assessment.It is also mentioned that "The new system of communicating the entries in the APAR shall be made applicable prospectively only with effect from the reporting period 2008-09 which is to be initiated after 1st April 2009".The concerned officer shall be given the opportunity to make any representation against the entries and the final grading given in the Report within a period of fifteen days from

the date of receipt of the entries in the APAR. The representation shall be restricted to the specific factual observations contained in the report leading to assessment of the officer in terms of attributes, work output etc. While communicating the entries, it shall be made clear that in case no representation is received within the fifteen days, it shall be deemed that he/she has no representation to make. If the concerned APAR Section does not receive any information from the concerned officer on or before fifteen days from the date of disclosure, the APAR will be treated as final.

Now a clarification regarding the fate of earlier ACRs i.e.Prior to 2008 has been issued vide DOPT Memo No.21011/1/2005-Estt.(A) dated 06/01/2010.

Prior to that only adverse remarks in the ACR were required to be communicated for representation, if any. The then existing instructions further provided that the overall grading in the ACR should remain unchanged even after modification or expunction of the entire adverse remarks. It was left to the DPC to re-determine the overall grading if it considered that the expunction of such adverse remarks had so altered the quality of the ACR. The matter has been further considered and it has been decided that in those cases where the reckonable ACRs prior to the reporting period 2008-09 are to be considered in a future DPC on which the

adverse remarks of Reporting I Reviewing / Accepting Authorities have been expunged or modified by the Competent Authority, the "overall grading" in the ACR be kept blank for appropriate re-grading by the DPCs. The existing grading shall be blocked in such cases. It has also been decided that where the authority has upgraded / downgraded the overall grading without giving sufficient reasons, the DPC shall treat such an exercise as non-estlinvalid. General terms, such as "I agree or disagree with the Reporting Officer /Reviewing Officer" used by the Reviewing I Accepting Authority shall not be construed as sufficient reason for upgrading / downgrading the overall grading given by the Reporting Authority 1 Reviewing Authority. The proposals for the DPC where ACRs upto the reporting period 2007-08 will be taken into account should specifically bring out these guidelines.

Delhi CAT Judgement issued in respect of implementation of ACP

Dear Comrades,
On 23/12/2009 Justice V.K.Bali and Dr.Ramesh Chandra Panda of Delhi CAT while disposing the OA No.1604/2009 of R.P.Singh V/S Govt. of NCT of Delhi it is clearly mentined that "We need not refer to the case law on the pont as that would unnecessarily burden the judgement. However, it is by now a settled proposition of law that promotion of an employee cannot be stalled by putting his case in sealed cover unless, if the employee is facing a departmental enquiry, charge has been framed by the concerned authority, or if he is facing a criminal case, charge has been framed by the criminal court.We find no justification whatsoever for the respondents to have kept the case of the applicant in sealed cover."

1. All information sought by the Steering Group for Merger may be supplied by Officers of any rank in the Departments of Posts & Telecom

2. All promoted officials (465 waitlisted officials) may be relieved within Three Days time enabling them to assume charge and

3. Gazette Notification issued by the DOT to be implemented true to its letter and spirit.

Now the position is specific and categorical. Now, it has become our duty to give final touch to this hard won product of struggle by accepting the Provisional offer of promotion immediately and ready to undergo the proposed Training/Promotion.

It is, therefore, requested that all qualified officials may approach their concerned CCA, DOT and accept the offer of Promotion as per the Pro forma enclosed therein. This need not be confused with the question of Relieving order to be issued by DOP which will follow soon.

As per the Promotional Orders issued, even those officials who have earlier passed IPO exam and jointed as IPO or promoted ASP also are included. Therefore there is no problem for them too appear before the Controller in DOT in order to accept the promotional offer.

This limit was last enhanced from Rs.500/- to Rs.2,000/- vide this office letter of even number dated 06-12-2001 and 12-12-2001 (SB order No.16/2001 and 18/2001). After careful consideration of the requests received, views of Circles and devaluation of rupee, it has been decided to enhance the present limit of withdrawal from Rs.2,000/- to Rs.5,000/- w.e.f. 15-12-2009.

Sub: Revision of Norm for cash handling for work load assessment of Branch Postmaster.

I am directed to invite your kind attention to Para 2(b) of Directorate letter No.14-6/87-PAP dated 15.7.87, wherein the norms for fixation of the work load of the Branch Postmaster in Point system was communicated.

2. As per the above letter, the norm for cash transactions was fixed as " 1 Point for every Rs.1000 cash transactions in a month".

3. The Department has undertaken a work study for fixing the norms for cash handling by the Branch Postmasters. The IWSU of the Directorate has recommended for fixing the norms for cash handling by Branch Postmasters as Rs.20000/- per month for earning one point of work load. The Competent authority in consultation with Integrated Finance Wing after careful examination, has accepted the recommendations of the internal Work Study Unit of the Department. Consequently, the existing norm for cash handling for the Branch Postmasters is revised as " 1 Point for every Rs.20000/- cash transactions in a month" in supersession of the earlier order communicated vide letter No.14-6/87-PAP dated 15.7.87.

4. The cash handled on account of Money Order issue/payment, Savings Bank/RD deposits/withdrawals, RPLI collections/Bill collection and Bill Payments will constitute the items of cash handling. The remittances received from Account Office or sent to Account Office shall be excluded while computing the cash handling.

5. The above revised norm will apply with immediate effect.

6. The Heads of the Circles will please bring the contents of this letter to the notice of all concerned and ensure scrupulous observance of the revised norm.

Review of Scheme for compassionate appointment in the light of the 6th CPC recommendations

Dear Comrades,
Ministry of Personnel, Public Grievances and Pensions,DOPT issued order vide Memo No.F.No.14014/2/2009-Estt(D) dated 11/12/2009 in partial modification of the its Memo No.14014/6/94-Estt(D) dated 09/10/1998 that "In execptional circumstances Government may consider recruiting persons not immediately meeting the minimum qualification prescribed under the recruitment rules.The emoluments of these trainees, during the period of their training and before they are absorbed in the Government as employee, will be governed by the minimum of the -1S pay band of Rs.4440-7440 without any grade pay. In addition, they will be granted all applicable allowances like DA,HRA,and TA at the admissible rates. The same should be calculated on the minimm of -1S pay band without any grade pay. The period spent in the -1S payband by the future rcruits will not be counted as service for any purpose as their regular service will start only after they are placed in the payband PB-1 of Rs.5200-20200 along with grade pay of Rs.1800.

THOSE WHO ARE IN PLACES WITH 75 POINTS AND GOT EQUIVALENT TRCA SLAB OF Rs. 2745-50-4245 AND THOSE WHO ARE AT 100 POINTS AND GOT THE TRCA SLAB OF 3660-70-5760 WILL NOT FACE ANY REDUCTION OF WAGES. BUT IF THOSE WHO ARE ASSESSED WITH BELOW 100 POINTS ARE PLACED IN 3200-60-5000 SLAB, THEY WILL FACE REDUCTION OF WAGES. IF SOME ARE ASSESSED WITH 112.5 OR 125 POINTS, THEY WILL GET THE HIGHER SLAB OF 4115-75-6365 AND 4575-85-7125. HOWEVER, WITH THE HARSH REVISION OF NORMS FOR CASH HANDLING AS PER 15/12/2009 ORDERS, IT IS AFRAID THAT WORKLOAD WILL BE ASSESSES LESS ONLY.

AIPEDEU CHQ HAS ALREADY WRITTEN TO DEPARTMENT OPPOSING THE ARBITRARY FIXATION OF NORMS @ 20,000/- CASH FOR 1 POINT. IT HAS ALSO OPPOSED THE EXCLUSION OF CASH REMITTANCES WITH THE ACCOUNT OFFICES FROM COMPUTING POINTS OF WORK LOAD. NFPE ALSO OPPOSES THE UNILATERAL FIXATION OF WORK NORMS FOR CASH HANDLING WITHOUT ANY DISCUSSION WITH THE GDS UNION OR BY IGNORING THE VIEW POINTS OF GDS UNION AND FEDERATIONS BEFORE THE GOPINATH COMMITTEE ON THIS ISSUE.

Sub: Request for causing orders for reliving AAO promotees before 30/12/2009 – regarding.

Madam,

Kindly recall to your mind the discussions we had with you during the informal meeting granted by you on 17^th December, 2009 about causing at least adhoc promotion to JAO waitlisted candidates as AAOs before 31/12/2009 to save huge monetary loss and delay in future promotional benefits to them.

The DoT has now issued orders vide No.27-7/2009 – SEA II dated 21/12/2009 offering provisional appointment in the cadre of AAOs to 465 waitlisted JAO qualified officials of Postal Department. These officials are given the chance of promotion w.e.f. 30/12/2009 and this will help all these promotees to gain their promotion immediately as well as saving their next increment on 1/7/2010 besides will go into reckoning for their further promotion based upon the cut off date 31^st December.

This Federation reiterates that pending a final decision on cadre controlling authority by the Government of India, orders may kindly be caused to all circles to relieve the officials before 30/12/2009 to take charge as provisionally appointed AAO and then undergo training. We also would like to emphasis that any delay in their joining before 30/12/2009 would bring out heavy financial loss to all these officials.

This Federation therefore once again requests you to take a judicial view on this matter to ensure the relief of all the officials offered provisional promotion as AAOs before 30/12/2009.

The Non-Matriculate Group D employees promoted to Postmen Cadre or PA/SA Cadre on or after 1.1.2006 but before the implementation of 6^th CPC pay scales are being denied 1800/- GP from 1.1.2006 for the duration of their Group D employment on the grounds that they were not being imparted with the required training. No action is also being taken in such cases to impart the same training as like other non-matriculate Group D staff.

This Federation therefore requests your kind intervention to cause to issue instructions to arrange for imparting the same training to such promoted non-matriculate officials also and grant 1800/- GP from 1.1.2006 to their date of promotion.

RANK & FILE IS CALLED UPON TO CONTINUE TO CARRY FORWARD THE PREPARATIONS FOR INDEFINITE STRIKE WITHOUT ANY LET UP

MEETING TAKEN BY THE SECRETARY DEPARTMENT OF POSTS WITH THE SECRETARY GENERAL NFPE AND GENERAL SECRETARIES OF RECOGNIZED SERVICE ASSOCIATIONS AFFILIATED TO NFPE ON 13.01.2009 IN THE COMMITTEE ROOM, DAK BHAVAN, NEW DELHI.

AT 15.00 Hrs on 13.01.2009, the Secretary Department of Posts took a meeting with the Secretary General NFPE and all General Secretaries of affiliated Unions / Associations of NFPE in the Committee Room, Dak Bhawan, New Delhi on our Charter of Demands submitted by us on 10.12.2008 [which were reproduced along with the Strike Notice on 2.1.2009 also].

From the Official Side the Postal Board Members, Member [P] and Member [D] and DDG [Estt]; DDG [P]; Director [SPN]; and Director [SR] were present.

The Main Charter of Demands submitted by us was completely discussed. The following is the actual position and outcome of the discussion but we have to wait for the official minutes for confirmation. We pointed out that no minutes were supplied to us for the official meeting held by the Member [P] on 16.09.2008 on pay commission related issues including formation of anomaly committee. We also pointed out that appointments to meet informally the Secretary [P] and Members of Postal Board is not quickly forthcoming to the Secretary General and General Secretaries and that there should be preference in meeting us informally. The Official Side agreed to issue minutes to that meeting. The informal meetings would be given on prior appointment. Thereupon the following issues were discussed with the following results:

GDS Committee: The abnormal delay in submission of report by the Senior Officers Committee headed by Shri. P.K.Gopinath Chief Postmaster General Delhi Circle was pointed out by us and our fear was also expressed that this type of undue delay would cause serious problems in implementation of the Report with the modifications sought by us if the Election Commission announced elections in February. Secretary [P] conceded that there has been some delay on the part of the Gopinath Committee and instructed that the Report should be submitted to the Department by the Senior Officers Committee without further delay. The Secretary [P] also assured us that well before the Election Commission announcement the implementation would be ensured and by the end of January the issues would be sent to Cabinet. We have reminded that the department has assured to provide us adequate opportunity for placing our view points before sending the proposals to the Cabinet approval.

Refixation of wages of Paid Substitutes / RRR/ Casual / Contingent etc: The issue is being referred to DOPT on the advice of Internal Finance. However the refixation will be made on the basis of the revised Basic Pay + Dearness Allowance without including the HRA & other allowances. We pointed out that as per the Honourable High Court of Madras the allowances also should be taken into account for computation of daily wages for these sections and that from 1.1.2006 the arrears also should be paid. While the date of effect from 1.1.2006 was not disputed, the computation of daily wages by including the Allowances like HRA etc the Official Side did not agree. It was pointed out by the Official Side that as per the observation of the Madras High Court the basic order of the Main Finance is being revised by the Government in this matter. We anyway urged for early orders.

Screening Committee: The Secretary [P] stated that a meeting of the Committee headed by DOPT Secretary is convened on 21.01.2009 and that this exemption for Postal Department would be obtained on that day. All vacant posts in all cadres would be thereupon cleared for filling up.

Holding Periodical / JCM Departmental Council Meetings: It has been agreed to hold both the Periodical Meeting with Federation and affiliated Unions / Associations and the meeting of Departmental Council JCM as per the schedule.

April 2007 Strike Settlement: An Action Taken Report on the April 2007 Strike Settlement has been supplied by the Administration. The non filling up of HSG-I/HSG-II/LSG posts and non grant of notional promotions and non filling up of residual vacancies as agreed upon were pointed out. Secretary [P] directed the DDG Estt to pass instructions on filling up of residual vacancies. Other issues of settlement not implemented also pointed out. It is stated that after studying the Action Taken Statement, the Staff Side can have further discussions with the Directorate on those issues. It was agreed to issue revised syllabus for LGO Examination by modifying the existing recruitment rules.

Sectional Charter of Demands submitted on 15.02.2008: An Action Taken Report on all the 200+ issues has been supplied to us by the Directorate in the meeting. The Secretary [P] requested us to study the same and sit with various concerned DDGs for detailed further discussion. [The complete Action Taken Report will be placed in the web site shortly for the information of the members. The outcome of discussions with respective DDGs on the Sectional Charter of Demands also will be communicated after such meetings are over]

Cadre Review of all Cadres: The Secretary [P] directed the DDG [Estt] to study the Cadre Review proposals submitted by the Unions. The proposals of the Unions would be subsequently discussed with us. On our part we have placed all arguments in favour of cadre restructuring and the earlier agreement in principle with the former Secretary [P] on this matter.

Improving the ACP for implementation: It has been agreed by the Secretary [P] that on release of DOPT Orders on modified ACP Scheme a special meeting between the Official and Staff Side can be immediately held to finalise the same.

Removal of victimisation: We have pointed out the increasing number of victimising Rule 37 transfer of office bearers of unions in several circles. The recovery of huge sums ordered in lieu of over payment of Postmen pay fixation after 5^th CPC and huge recovery in the name of contributory negligence were raised by us. The Official Side agreed to reconsider the issue of recovery of over payment of Postmen pay fixation. On contributory negligence cases individual cases will be reconsidered on merit. On victimisation the Official Side maintained that those orders were issued on specific cases.

New Schemes without consultation: We pointed out the problems we face due to sudden introduction of new schemes without proper training and time for the staff. The problem faced due to sudden introduction of e-MO without sufficient infrastructure like uninterrupted internet connectivity, installation of software and its activation, training of staff in the module etc were pointed out. Similarly on new projects like Project Arrow for which the Staff Side had given its support for improving the public amenities, the amount of work pressure on Postmasters, staff and Postmen etc were pointed out. The curtailment of delivery, reduction of postmen, single beat system, change of attendance and transfer of staff etc being resorted to at many offices earmarked for Project Arrow. The ongoing struggle in Hyderabad GPO also was pointed out and discussion with the staff side before introduction of such schemes was insisted. The Official Side agreed to look with open mind about single beat system or double beat system on the basis of the concrete condition prevailing in a particular office and not on mechanical manner. Regarding Hyderabad GPO the Secretary [P] appealed for restoring normalcy of delivery work first for intervention thereafter. We appealed that the Chief PMG may be instructed for holding discussion with the Circle Unions based on the proposals of the staff side presented before the DPS HQ and till such time status-quo be maintained in delivery pattern and staff. The Secretary did not agree to issue any instructions before normalcy restored in GPO Hyderabad.

Withdrawing SLP against RRR: The Official Side did not agree for withdrawal of SLP by stating that the SLP was filed on the advice of Law Ministry etc. We presented the arguments that the action of going on SLP was unjustified. We pointed out that while the administration could take one-time measure regularisation for ad-hoc appointees in the past, why similar yardstick could not be extended to RRR candidates also. Our arguments were heard but no positive response from Official Side was forthcoming in favour of withdrawal of SLP.

Higher Pay Scale for Postmen/Mailguard: It was stated by the Official Side that orders have been since issued on this matter. We pointed out that the omission of Mailguards is delaying grant of the same to Mailguard staff in several places and requested proper instructions. We have also pointed out that the absence of any such orders for grant of higher scale of pay to Matriculate Group D and the failure to instruct training for non-matriculate Group D so far is causing great resentment. It was assured by the Official Side that instructions would be soon issued for grant of higher pay scale to Matriculate Group D and that the required training for all non-matriculate Group D would be imparted and higher scale granted to them also before the end of February 2009.

Higher Pay Scale to Head Mail Peon: The Official Side maintained that the Head Mail Peon cadre is not on par with Postmen cadre but belong to a Group D cadre. On assigning the job of Head Mail Peon in MMS they were treated as on deputation and higher pay was granted on par with Postmen. If the deputed Group D is already on TBOP or BCR they were being given the same TBOP or BCR level of pay. The Head Mail Peon is not a separate cadre on par with Postmen / Mailguard. However on our insistence the official side agreed to further discuss the issue.

Notional Fixation to Artisan Grade I from 1.1.96: The Official Side did not agree this demand on the ground the anomaly existed in the matter of Artisan Grade I and Grade II has been sorted out by the 6^th Pay Commission. The new anomaly between the Artisan Grade I and Charge Hand caused by the recommendations of the Pay Commission is being addressed by the Department. The Staff Side can have further discussions with the DDG [Estt] on this matter.

Redistribution of LSG/HSG-II/HSG-I in Admn: The issue would be further discussed with the Staff Side by the Director [SPN].

Withdrawal of decentralisation of PLI/RPLI: The issue would be addressed with an open mind by the administration in the backdrop of new technology to be introduced and its impact on the over all situation.

Periodicity of deputationists to COs: The Official Side expressed difficulty in conceding this issue immediately. However once the exemption from Screening Committee is permitted we can revert the deputationists to their parent units since new recruitment can take place in COs.

Decentralisation of Postal Accounts: The Official Side confirmed that there are no moves to decentralise the postal accounts at present. The integration of all Accounting streams in DOP will be taken care of by introduction of future technology.

Restoration of 3 year periodicity for Sr. Accountants: The Official Side informed that this has not been approved by DOP&T. We contradicted this point and thereupon official side agreed to look into this matter. Further discussions would follow on this issue.

Regularisation of Casual Labourers: The Official Side agreed to reconsider its stand of rejecting grant of Temporary Status to Casual Labourers who completed 240 days / 206 days of work in a year in operative / administrative offices even though they were recruited before the cut off date of 29.11.1989.

Pending OTA and other Bills: The Official Side maintained that no pending claims from Circles are lying for want of funds from Directorate as per the note of the Budget Branch. We opposed this stand and pointed out the pending bills in different circles. We also requested the Secretary to help the acceptance of OTA Arbitration Award but the Official Side explained its incapacity on this matter which has to be dealt by us in the Standing Committee JCM only. We suggested that one time measure clearing of all pending bills is the only remedy to the problem. The Official Side requested for the full circle wise details of long pending bills which we have agreed to provide.

System Administrators: The move of the Department calling for interested Technology Consultant was pointed out by the Staff Side and we asked for details of the same and also questioned as to whether any existing work of the department would be outsourced. The Official Side clarified that the technology for core banking and national networking etc are to be provided only by a specialist Consultant. The Official Side told that the Department would be moving in the direction of a separate Technology Wing in the Department of Posts with specific cadres on the basis of specified qualifications and recruitment Rules. We requested that the services of present System Administrators should be recognised and they should be absorbed in the new technology wing and the Official Side agreed to keep this in mind. The difficulties faced by the System Administrators were explained in the meeting by us and it was agreed by the Official Side that the responsibility for signing AMC for UPS with Service Providers etc is not contemplated as such task is on the Circle Offices only and that for undertaking tour for attending different offices necessary mileage allowance etc as available to other Government Staff would be instructed to be provided.

Revised duties of Postmen: We raised the issue of recent orders on revised duties of Postmen staff entrusting preparation of beat lists for registered articles, MOs and speed articles in computer and taking returns after delivery and pointed out the difficulties and other problems involved in transferring the work of PAs to Postmen in this manner. The Official Side agreed to reconsider the issue.

CHARTER OF DEMANDS

I. COMMOM DEMANDS RELATED TO 6th PAY COMMISSION:

1. Grant Rs 10000 as minimum wage as per 15 ILC Norms.
2. Grant minimum fitment benefit of 2.625 times of pre-revised basic pay to bring about uniform rise of 40% in emoluments and raise grade pay to 50% of the maximum of

the pre-revised scales in respect of PB 1,2 & 3 as has been done in the case of PB 4.
3. No abolition of Gr.D. Posts and functions. Lift ban on recruitment, fill up all vacant posts and scrap screening Committee.
4. Grant 10% of pay+ Grade pay as minimum benefit on promotion or financial up gradation.
5. Fix the date of effect of all allowances as 1.1.2006.
6. No performance related pay or bonus scheme
7. Revise the Transport and daily allowances as demanded by the staff side JCM National Council.
8. Remove the condition of 6 months for applying the uniform date of Ist July as increment dates.
9 . ACP to be on hierarchical system obtaining in each department.
10. Retain and improve CGHS and make insurance scheme optional
.
11. Implement flexitime working hours for women/disabled employees as recommended by the 6 CPC and remove clause (iv) of OM No.13019/2/2008-Estt.(L) dated 18th Nov.

2008 on Child Care Leave.
12. Direct all the Departmental Heads to settle 6th CPC related department specific demands/problems within a stipulated time.
13. Grant civil servant status and Pension to 'Gramin Dak-Sevaks.'
14. No reduction in the commutation value and restoration of full pension after 12 years.
15. Compute the pension entitlement on the basis of notional pay as on 1.1.1996

II. LONG PENDING DEMANDS IN JCM NATIONAL COUNCIL:

1. No outsourcing or contractorisation of Govt. functions.
2. Grant statutory defined pension scheme to the employees recruited after 1.1.2004 and withdraw the PFRDA Bill from Parliament.
3. Implement the Board of Arbitration Awards.
4. Remove the arbitrary 5% ceiling and 3 years condition on compassionate appointment and withdraw court cases and absorb all waitlisted RRR candidates.
5. Implement the revision of bonus ceiling @ 3500/- in the case of all personnel employed by the Government including casual/contingent and daily rated workers and

Grameen Dak Sewaks. Replace adhoc bonus with the PLB and remove the 60 days ceiling

III. POSTAL EMPLOYEES SECTIONAL DEMANDS:

1. Modify and improve the recommendations of Nataraja Murti Committee and reject the retrograde recommendations as per our submission before the Senior Officers Committee.
2. Re-fix the wages all Paid Substitutes – RRR Candidates – Part Time / Contingent w.e.f. 1.1.2006 on the basis of 6th CPC Revised Pay Scales.
3. Exempt Postal Department from the purview of Screening Committee and fill up all vacant posts in all cadres immediately.
4. Hold Periodical Meeting and JCM Departmental Council / RJCM Regional Council meetings as per the schedule.
5. Implement all issues of April 2007 Strike Settlement.
6. Negotiate and settle the sectional charter of demands submitted by Federations and unions on 15.02.2008.[Sectional Charter of demands enclosed]
7. Finalise Cadre Review for all cadres – creation of a separate establishment for System Administrators and redressing their current problems.
8. Improve the ACP and make it applicable to Postal Employees.
9. Remove all trade union victimisation in all Circles and end irrational application of Contributory Negligence orders.
10. Do not introduce new schemes without consultations with the Staff Side.
11. Withdraw the SLP against the RRR Candidates and absorb them immediately.
12. Functional autonomy to PA Wing under a Postal Board Member [Finance] in the DOP.
13. Grant higher pay scales to Head Mail Peons at par with Postman / Mailguard.
14. Grant Notional fixation for Artisan Grade I in MMS w.e.f. 1.1.1996 at par with the Railways and Defence.
15. Redistribute the LSG / HSG II / HSG I posts for Circle Offices including DPLI Kolkata.
16. Withdraw the decentralisation of PLI/RPLI functions.
17. Stipulate periodicity of deputationists to Circle Offices and recruit new incumbents.
18. Ensure integration of all Accounting streams in DOP under PA Wing and stop the proposed move to decentralise Postal Accounts.
19. Restore the 3 year periodicity for promotion to Senior Accountant cadre.

LIST OF IMPROVEMENTS / MODIFICATIONS / REJECTION IN GDS COMMITTEE REPORT

The list modifications and rejections requested in the Report of Nataraja Murti Committee is as elaborated in this Federation's Note to Department of Posts vide letter No. PF/15/2008 Dated 17th November 2008 on the basis of which we presented our submissions before the Senior Officers Committee headed by Shri. P.K.Gopinath Chief Postmaster General Delhi Circle on 18.12.2008.

POSTAL SECTIONAL CHARTER OF DEMANDS AS SUBMITTED ON 15.02.2008 with Annexures.

1. Restore holding of Periodical Meetings with the Federations and All India Unions.

2. Protect letter mail monopoly as recommended by the Parliamentary Standing Committee headed by Shri Somnath Chatterjee.

3. Amend the GDS Conduct & Service Rules for payment of Gratuity under the Gratuity Rules, 1972 as per the Supreme Court Judgement. Grant Status, Pension, Maternity leave and other benefits on prorata basis. Count the service period of GDS for pension on their regularization. Liberalise recruitment rules for GDS to appear for the examination for PA/SA. No reduction of TRCA under any circumstances. No Cycle Beat Formula; Allow request transfer to GDS; Stop harassing with unreasonable RPLI targets; Introduce uniform and kits to outdoor GDS; and Grant all Trade Union rights to GDS including right to affiliate with Federation by amending the Recognition Rules.

4. Exempt Department of Posts from the purview of Screening Committee; Fill up all vacant posts immediately in all cadres in Postal, RMS, MMS, Administrative and Postal Accounts including GDS; Hold special examination under a liberalized syllabus to fill up all accumulated residual vacancies in PA/SA cadre in Postal/RMS/Admn Wings; Expedite clearance of 2006/2007 ADR vacancies.

5. Strengthen the delivery system by dropping the measures of curtailment of delivery; Stop combination of Postmen beats and withdraw DG Order No. 10-7/2001-PE-II dated 15.3.2004; Drop single beat system and single delivery etc.

6. Increase the chances to 10 appearing LGO examination for Postmen, Mailguards and Group D staff.

7. Terminate all licenses granted to Franchisee outlets; withdraw unilateral proposals before the Planning Commission for extending the franchisee scheme and stop any type of outsourcing of postal function; Stop outsourcing of functions of PAO

8. Restore sorting office and ensure at least one RMS office in every revenue State and revenue District.

9. Fill up all vacant posts of MMS Drivers and Technical Staff and ease the workload; Impart necessary computer training to handle new generation power vehicle.

10. Grant Temporary Status to all eligible full time casual labours; absorb TS CLs and GDS in Group D vacancies under 25% - 75% formula without abolishing Group D vacancies as per the Ernakulam CAT Judgement. Regularize all part time casual labours and contingency paid and absorb them as GDS. Treat all the Temporary Service CLs as pre-2004 entrants and re-commence recovery of GPF; and Restore payment of wages including HRA/CCA quantum to substitute as per Madras High Court Judgement.

11. Grant three financial upgradations to all Group C and D officials on completion of 10,20 and 25 year of service.

12. Allot 19% of Group B vacancies for General line and permit all Group 'C' officials in Postal, RMS, Administrative and Postal accounts with a minimum of 20 years service to appear for the competitive examinations by dispensing with the present reservation of posts to RMS & Admn Staff.

13. Grant notional promotion to eligible seniors by holding the DPC year by year basis from 1983 to Postal and RMS wing and from 1983 in Administrative wing within a time frame of one month; Restore periodicity of Junior Accountant Promotion to Senior Accountant as 3 years.

14. Withdraw the SLP and absorb all RRR Candidates recruited under compassionate ground of recruitment.

15. Regularize the services of RTP for promotion and pension by ending the discrimination between the APS RTPs and others.

16. Create avenues of promotion to all JAO qualified officials and approve the proposal for common cadre with DOT.

17. Remove the unilateral cap of 60 days in the PLB formula.

18. Fix time factor for all work to which no norms available at present.

19. Get funds from Ministry of Finance for one time clearance of all pending OT Bills, Medical Bills etc., Take measures to get the Arbitration Award on Postal OTA rates implemented by the Government; Revise the OTA rates @ double the normal wages in future; stop compulsory OT duty.

20. Remove all trade union victimization and vindictive punishments awarded for lapses committed due to unbearable workload.

21. Settle all long pending and urgent Sectional issues listed in the enclosed Annexure I, II, III, IV and V for different sections of Postal employees.

ANNEXURE-1 : Postal Group 'C, Issues

1. Filling up of LSG, HSG II & HSG I Posts

(i) Recast the notional promotions since 1982/1983 onwards and fill up all vacant posts of LSG\, HSG II & HSG I.
(ii) Fill up 2/3rd unfilled LSG vacancies notionally from 7.2.02 to 18.5.06.
(iii) Relax minimum qualifying service for HSG II promotion.
(iv) Irregular application of benchmark of current period for notional promotions.
(v) Date of LSG Promotion be calculated from the date of issue of orders and not form the date of joining.
(vi) Grant of Modification of LSG as one time measure for those aggrieved due to dearth of LSG vacancies/ Rule 38 transfers.
(vii) Drawal of pay to senior BCR officials in HSG I posts as the pay scales of HSG II & BCR is one and the same & settlement of earlier officiating cases of Tamilnadu, West Bengal & other Circles as one time measure.
(viii) Fill up all the vacancies by relaxing the minimum qualified service for HSG II and HSG I promotion.
(ix) Anomaly in the preparation of PA Gradation list. Date of confirmation should not be taken now and Date of appointment be taken for construing seniority. Fixing seniority based on the date of confirmation is unconstitutional and discriminatory.
2 Withdraw the draconian orders contained in Directorate letter No. 22-5/95-PE I dt 21.5.07 denying BCR benefits to those declining LSG Promotion. Several officials were arbitrarily, unjustified denied the due BCR promotion.

3 Filling up the APM Accounts LSG, HSG II posts as per 1976 LSG Accountant recruitment Rules.
4 Filling up Residual vacancies since 1999-2000 onwards without any further delay and return the deputationists from CO/RO to manage the acute shortage of staff in divisions.
5 Immediate withdrawal of orders discriminating regular and FTP LSG and posting them in Delivery offices.
6 Withdraw the Directorate letter dt. 22.10.07 on Systems Administrators and form uniform & correct norms & guidelines first before passing sarcastic comments.
7 Withdraw the orders fixing responsibility on D.D.Os / APM Accounts for the over payment of Pay & Allowances to Postman on account of Fixation under R.P. Rules.
8 Counting of special Allowance for pay fixation case of PO & RMS
Accountants.
9 Counting of Past services of erstwhile R.T.P for promotion & pension as per the Supreme Court direction.
10 Withdraw the condition in tenure posting of Single & Double handed offices & restriction in posting of SPM due to minor penalties/ CR entries, which are in violation of provisions of statutory rules of volume IV.
11 Allowing all TBOP officials to appear for Group B exam to be held in Feb'08. as per original orders & various judicial pronouncements. The cut off date should be extended for the current exam as 01.01.2008. The exam should be conducted after completing the process of notional promotions to LSG in all circles.
12 Counting of Training period for increment and promotion to the departmental candidates also.
13 Revision of FSC to Post offices & Enhancement of honorarium for RD PMC work in Sub Offices, Department Exam invigilation work etc.
14 Implement the assurance made on 19.4.07 in fixing incentive to RPLI, IMT Pass Port applications, NRGEIS, other business activities etc., Grant of OTA to operative staff, Engagement of SDPA to manage the shortage etc, Dispensation of Confirmation Exam as agreed upon by amending the PA/SA Retirement Rules.
15 Creation of Systems Manager/Administrators Posts & Marketing Executives. Grant of SPL pay and grant of Road mileage Allowance without restrictions. Trainers Allowance for imparting training Norms be fixed for Systems Administrators uniformly to all Circles; providing mobile phones, Fixing duties & responsibilities of their work.
16 Allotment of adequate funds to clear all pending personal claims like OTA, TA medical etc. pending since 2002-03.
17 Spot payment of incentive to SPM/BPM for procuring RPLI business. Grant of incentive for schedule work / verification of commission bills in accounts branch. Grant of incentive instead of Honorarium for PLI work in Divisional Offices without RPLI ceiling limit.
18 Drawal of SB Allowances to all working in SB branches on computers.
19 Refund of Fee for appearing AMFI (Association of Mutual Fund industry) Exam to all candidates.
20 JAO Qualified be regularized in DOT by agreeing to the proposal for common cadre.
21. Stop harassing staff on contributory factors for simple and flimsy reasons by misusing the provision of unbecoming of Government Servant deviating the rulings contained in Volume III, FHB etc.
22. Stop fixing impractical target to Marketing Activities.

ANNEXURE-II: POSTMEN & GROUP 'D' Issues

1. Stop combination of Postmen Beats and withdrawal of orders of guidelines for engaging paid substitutes against leave / absentees Group 'D' and Postmen staff issued vide DG (Posts) No 10-7/2001 – PE II dated 15.3.2004 :
2. Stop curtailment of deliveries and introduction of single delivery system.
3. Stop reducing the clearances of letterboxes
4. Newly accepted norms for sanctioning of Postmen staff need to be circulated immediately for taking confidence into union for finalization as suggested earlier by this union.

5. Include the Workload of Speed Post mails / hybrid mails etc. as accountable articles for calculation of time factor and grant of postmen staff.

6. Filling up of all vacant posts of postmen and Group 'D'
The large number of vacancies of postmen and Group 'D' are lying vacant for various administrative reasons at local level since long which is causing operational difficulties for efficient and smooth functioning of delivery system. Immediate action be ensured to fill up all vacant posts of postmen and Group 'D'

7. Supply of Uniform & Other kit items and allied matters.
(a) Replace the present uniform with that of earlier Khaki Uniform and assure supply of best quality and quantity of cloth.

(b) The periodicity of summer uniform should be two sets in one year and periodicity of winter uniform should be one set in two years and it should be ensured that supply should be made timely and of best quality.

(c) Rate of Washing Allowance should be enhanced from Rs 30 to Rs 150/-

(d) Postmen and Group 'D' staff at Solan and Shimla should be included in that area for Supply of Far Ka Coat and it should be ensured that the supply should be made timely and best quality which is very indispensable to cope up with the prevailing climate.

(e) Postmen and Group 'D' staff at Shimla should be treated at par with Kinnor and Lohspiti and Supply of Snow Boots and Goggles timely .to this area.

(f)Supply of Shoes and Chappals

(i) A very good quality of shoes and Chappals be supplied in time to avoid complaints from entirety of staff

(ii) The present rate of shoes repair charges are very less and this need to be enhanced to Rs 50/-

(iii)The periodicity of Shoes and Chappals should be reduced.

(g) Supply of Umbrella & Rain Coat

The good quality folding type umbrella be supplied to Postmen staff to avoid inconvenience while performing their duties during rainy season.

Supply of Rain Coats: Ensure timely and durable quality of the raincoats.

(h) Supply of Postman Bag. Durable and timely supply of Postman Bag should be ensured being very indispensable for safety of mail.

8. The rate of OTA (FMC) for postmen staff should be revised as under:-

9. Restriction of 3 hours limit of OTA to Sorting Postmen & Group 'D' worked on Holiday duty should be removed with enhanced Rate of Rs 200/-.

10. Cash handling allowance of postmen should be enhanced from Rs 5/-, Rs 10/- to Rs 75/- and Rs 100/- respectively.

11. Cash handling allowance of Cash Overseers: should be enhanced from Rs 30/- to Rs 100/- p.m

12. Mail Overseers: should be treated as IPO/ASPs when they are on visit of BOs. They should be granted daily allowance as like other inspecting officers and should be granted full daily allowance instead of night halt allowance.

13. Justified incentive to Mail Overseers for RPLI Business
14. Arbitrarily change of designation of test category Gr. 'D' posts.
The department arbitrarily changed the designation of test category Group 'D' vide its letter dated 27.10.2004 as Peon and Mail Peon instead of packer. Peon is not acceptable as the said staffs are doing hard, skilled, arduous and hazardous of official duties. The orders dated 27.10.2004 be reversed and restore the original designation of packer to all test category of Group 'D' staff of department of posts.

15. ACP promotion Scheme
ACP promotion scheme should also be implemented on wiremen and electrical staff in the department of posts

16. Enhance the financial powers:
Enhance the financial powers of SPOs /SSPOs in sanctioning the NHA of Mail Overseers to Rs 1,000/- instead of Rs 500/-
.
17. Cycle Allowance:
To increase the cycle maintenance allowance from Rs 30 to Rs 150/-

18. Time factor for Stamp Vendor:
Modify the unscientific fixation of norms fixed for calculation of establishment of stamp vendors and time factor for sale of postal stationery.

19. No transfer of Delivery work to RMS:
Stop delivering letters and speed post articles to public through RMS staff instead of Postmen by withdrawing Department of Posts No. 38-1/2000-D (Vol-II) Dated 13/16 April 2007.

ANNEXURE-III : R 3 & R 4 Issues

1. Implementation of the arbitration award on revision of OTA rates, which was last revised in 1990, removing the RS 6800 ceiling on eligibility to perform OTA, clearance of all pending OTA bills and stop compulsory order to perform OT duty.

2. Filling up of all vacant posts in group C & D in RMS & MMS, hold special examination to fill up all residual vacancies immediately, sanction Driver Posts for operating long distance Schedules.

3. Fill up all promotional vacancies of LSG/HSG II/HSG-I strictly on seniority basis by granting notional promotion from 1983 onwards year by year.

4. Discontinue to bag account numbering in mail system.

5. Provide separate Mail Vans in Sections and adequate accommodations wherever mail vans are not provided.

6. Compilation of fresh statistics cs with II class and Business mails for those offices having less than that 10,000 mail consequent on increasing mail traffic at present, retain one mail office in a revenue state/district and no mail office to be merged with post office.

7. Norms for CRC's EPP, Logistic and SPCC's to be on scientific basis, withdraw CRC norms fixed arbitrarily as 900.

8. Provide adequate motor vehicles for conveyance of mails /logistics etc. Replace all condemned vehicles, impart sufficient computer training to the technical staff to deal with modern power vehicles, insure MMS vehicles. Recruitment Rules for the Assistant Managers of MMS should be issued soon.

9. Count RTP service for all-purpose including pension.

10. Withdraw the SLP and absorb all RRR candidates.

11. In view of concentrating business mail including logistics in RMS all MMS units under SSPOs /SPOs be transferred to RMS divisions.

12. Payments of OSA and other benefits on par with RMS staff to MMS drivers working in long distance schedules and allow to engage casual drivers temporarily to work till regular arrangement is made.

13. Grant of four more chances in appearing in the LGO Examination in the revised syllabus for Gr. 'D' Officials.

14. Dispense with the reservation of vacancies of PSS Group 'B' and permit to write the examination by increasing the General Line Quota to 19%.

15. Fill all Group 'D' posts from GDS / Temporary Status Employees @ 25% & 75% without any abolition under screening committee.

16. Drop the move to change the nomenclature of "RMS" as Mail Business Arm.

17. Removal of existing discrimination in recruitment of GDS official to the posts of Postmen / Mailguards.

18 Withdraw the order fixing responsibility on DDOs for the over payment of Pay & Allowances to Mailguard on account of Fixation under RP Rules.

19. Creation of System Managers/Administratrators Posts & Marketing Executive. Grant of Special Pay and grant of Road Mileage Allowance without restrictions. Trainers Allowance for imparting Norms be fixed for Systems Administrators uniformly to all Circles; providing mobile phones, Fixing duties & responsibilities.

20. Counting of Training period for increment and promotion to the departmental candidates also.

ANNEXURE-IV : Administrative Staff Issues

1. Withdrawal of the order of Decentralization of PLI/RPLI and augmentation of staff strength in CO/RO and DPLI, Kolkata to handle increased volume of work.

2. Increase in the Number of HSG-I, HSG-II and LSG posts in Circle and Regional Offices to boost the promotional avenues.

3. Hold the LGO examination for Administrative Group D also under the liberalized syllabus to fill up all residual vacancies in CO/RO and DPLI Kolkata.

4. Allow the left out Categories of Circle Office viz Lift Operator etc

to appear at LGO exam.

5. Withdraw the deputationists brought in Circle Office against

unfilled vacancies and fill up all vacant posts on regular measure.

6. Renovate the Postal Printing Press, Bhubaneshwar.

7. Implement the Order of TBOP/BCR of 1998 to the eligible C.O.

Staff of Karnataka and Orissa Circle.

8. Grant Special Pay for System Administrators in CO/RO including

DPLI Kolkata.

9. Introduce the system of competitive examination for PSS Gr. 'B' along with postal employees instead of existing reservation system by increasing the percentage of Group B General Line.

ANNEXURE- V: Postal Accounts Staff Issues

1. Review result of JAO Part II examination in respect of SC & ST candidates held in July 1997 and other Department Examinations of SC/ST candidates held during 23rd July 1997 to 2 October 2000 by restoring the privilege of awarding in grace marking during that period.

2. Grant benefits of first & second financial upgradation under ACP Scheme to all D/E passed Jr. Accountant (promotees) on completion of 12/24 years of service as in the case of direct recruited Jr. Accountant.

3. Withdraw Charge sheets and suspension in connection with CC Works.

4. Fill up all vacancies including backlog vacancies in all Cadres and provide due share to PAO in ADR Plan 2005 & 2006.

5. Provide departmental buildings to all PAOs.

6. Cause full-flagged functioning of newly formed PAOs.

7. Start induction training to JAs/SAs/AAOs.

8. Cause regularization of RR in the cadres of Sorter LDC & Jr. Accts. And allow the promote Sorters (Senior Group 'D') to negotiate DE to JA Cadre on par with promote LDCs (Junior Gr. 'D') in the ensuing exam.

9. Ensure speedy caste verification of SC/ST at Govt. level and promote officials from due date.

10. Count RTP service for the purpose of pension and ACP.

11. Allow PAO Officials to negotiate PSS Group 'B' examination as in

the case of JAO of PAO allowed to all officials of DOP.

12. Restore Member (Finance) Post in Postal Service Board in the

Department of Posts,

13. No out sourcing of Cash Certificate work in PAO and fixing of

supervisory responsibility on the staff of PAO.

14. Group D Cadre:

Rectify the anomaly due to promotion of Gr. 'D' to LDC cadre in PAO viz Senior Group D promotees in Sorter Cadre remaining as Sorters and Junior Gr.'D' becoming LDCs.

Grant special pay / allowance to D/E passed Group 'D' /Sorter awaiting promotion as in the case of other cadres; also grant ACP in the scale of Sorters for those Group 'D' officials passed DE before 2000.

Fix pay of T/S group 'D' on regularization by taking all annual increments already earned; count T/S service for pension and ACP purpose as in Indian Railway.

15. Sorter Cadre

Merger Sorter cadre into LDC cadre as recommended by GOM and also Postal Board.

16. LDC Cadre

Upgrade 61% posts of LDC cadre to Jr. Accountant Cadre as per recommendations of Restructuring and Dutta Committee.

17. Canteen Employees:

Fill up all vacant posts in all the cadres of Departmental Canteens with special reference of D/E passed canteen employees of PAO, Kolkata.

18. JA Cadre

Restore residency period to 3 years in the case of Jr. Accountant to Sr. Accountant promotion.

19. JAO Cadre

Hold JAO part II exam followed by Part I; restore its qualifying nature.

Grant special allowance Rs.140.00 from the date of passing the examination of JAO Part II similar to other organized Accounts Wing and IA & AD.

Sanction justified posts of JAO in PLI/RPLI & BD without diverting the posts of existing JAOs.

20. Stenographers:

Restore parity of pay Scales of Stenographers of PAR with Jr./Sr. Accountant.

21. Data Entry Operator:

Regularize Data Entry Operator Cadre in Chennai PAO and upgrade them to the Cadre of Jr. Accountant as recommended by Re-structuring Committee constituted during 1998.
